Unemployment rose to 6.4 percent, the highest level in nine years, indicating that President Bush's latest round of tax cuts failed to do the trick. Administration officials were quick to attack the new figures, indicating there was no truth to reports that, at the time President Clinton left office, the United States was a nation at peace with a huge surplus and full employment, and that now it's a nation constantly at war with the largest deficit in history, a weakening currency and no jobs.
