Apparently, an animal control officer decided that it was time to euthanize a man's dog. She seized the animal while the owner was present, urging her not to. Caged and alone, away from her loving family, the dog's health deteriorated while her owner spent weeks jumping through bureaucratic hoops.

...And they charged him with animal cruelty.
